    Joyce,

I think you do not understand how international adoptions work in the USA. All international adoptions cost money since the government does not subsidize the costs surrounding international adoptions. There are many costs, some of them can be found here: youcanadopt.org/programs.html

The organizations that receive the money are called adoption agencies and there are many of them in the USA. Some of these agencies are accredited under the Hague convention and can legally receive money for their services.

Any couple outside of Brazil that adopts a child from Brazil will need help from someone in Brazil. Translators, someone who is able to contact the appropriate legal bodies, such as CEJA, etc. Also, they will need someone to pick them up at the airport and take them to the child. Brazil requires a 40 day cohabitation period, during which they will need help with finding a hotel and day to day living. All of these services cost money. Adoption agencies provide these services, for a price.

You seem to think that adoption should be free. But who should pay for a non-Brazilians’ expenses? The Brazilian public? Should they be taxed so that foreigners can adopt in Brazil? Would you pay for it? OR should those that are adopting pay for it?
